The search for a concessionaire to manage the first phase of the second Container Terminal has started in earnest, after bids for firms that applied for prequalification stage were opened on Friday 20th February 2015 at the Procurement Conference Hall.
A record 19 local and international bidders including top
Container Terminal Operators in the world flew in their representatives to
witness the unsealing of the bid documents to kick-off the preliminary stage of
the procurement process. KPA had invited bidders for the qualification of
Concessionaire for berth Nos.20 and 21 currently under construction and slated
for completion early next year.
The two berths have a total
quay length of 540 meters, a stacking yard of 50 hectares and an annual
throughput capacity of 450,000 TEUs.
Going forward, the tendering
process will be conducted through the International Competitive Bidding
procedures specified in the Public Private Partnerships Act, 2013. The KPA
tendering committee shall work on the pre-qualification process and thereafter
send a restricted tender to the firms that would have been pre-qualified. This
is the first time KPA has called out for this type of tender.
Among the top world Terminal
operators who submitted their bids were PSA International, Hutchison Port
Holdings, APM Terminals, DP World, COSCO Group, Terminal Investment Limited,
China Shipping Terminal Development and Eurogate. Other big names were Bollore
& Toyota Tsusho Corporation, Transnet Soc Ltd, APM Terminals, CMA/CGM SA ,
Darian Ports Co. Ltd & China Road & Bridge Corporation and PSA
International PTE Ltd with Marubeni Corporation & Multiple Hauliers E.A Ltd
joint venture.
Chairing the tender
opening exercise General Manager Board and Legal Service Ms. Muthoni Gatere
said that it was a public tender and that is why member of the public including
the media were invited to witness.
